The State level Ballot Initiative concept has been around for over a 100 years and is allowed in many States, most of which are out West.

The VVA gives the Voters the ability to pass Federal Laws passed more quickly and directly, without relying on Congress' or the President's involvement.

The intent of the VVA is Voter Empowerment e.g. Democracy 2.0 -- we will create an alternate path to passing federal laws. A way that we can address regular voter's issues.
